Overview

As Chief Planning, Policy, and Recovery Officer for NCDPS starting February 2020, I managed disaster recovery operations through four major disaster declarations. The state needed to dramatically improve home completion rates, reduce program costs, and manage nearly $1 billion in CDBG-DR and CDBG-MIT funds across multiple programs while leading 50+ staff members.

Approach

Conducted thorough analysis of existing workflows and cost drivers, then reorganized case management, policy development, and eligibility processes. Developed four major Action Plans to secure federal funding. Created comprehensive policy frameworks balancing compliance with practical implementation needs.

Results

  • 4x production increase in completed homes through process optimization
  • 33% cost reduction while maintaining quality standards
  • $1 billion managed in CDBG-DR and CDBG-MIT funds
