Overview
Following devastating flooding across Louisiana, thousands of homeowners needed emergency repairs to make their homes safe and habitable. GOHSEP needed to rapidly deploy a program capable of repairing 10,000+ homes in under three months—requiring complete development from master planning through implementation with no existing policies or workflows.
Approach
Assisted in drafting the Shelter at Home master plan establishing the strategic framework. Took primary responsibility for developing eligibility policies, appeals processes, and program guidelines. Established end-to-end operational workflows and staffing models. Conducted comprehensive staff training and served as primary point of contact for eligibility concerns and homeowner appeals.
