Overview

Louisiana’s OCD-DRU and GOHSEP faced the complex challenge of closing out FEMA-funded Hazard Mitigation Grant Program (HMGP) grants for residential elevations following multiple major disasters. Over 400 difficult files required resolution, 150 final disbursements needed processing, and 12 staff members needed direction to complete closeout before federal deadlines.

Approach

Progressed from Subject Matter Expert (2010-2012) to Pre-Closeout Section Lead (2012-2014) to Section Chief (2014-2016). Developed systematic approaches to triage and resolve accumulated challenging cases. Established resolution protocols, documentation standards, and multi-level quality assurance. Managed payment verification and grant recovery while training staff on HMGP requirements and closeout procedures.
