Overview

Following devastating wildfires, California received $212 million in CDBG-DR funds but needed to stand up a new disaster recovery unit and navigate complex federal requirements before receiving the funds. The state lacked prior CDBG-DR experience and needed specialized expertise for pre-award activities.

Approach

Developed the Financial Certifications package and Implementation Plan required by HUD. Drafted administrative policies for financial management, procurement, environmental review, and compliance. Led development of California’s CDBG-DR Action Plan, including disaster-wide data collection, stakeholder engagement sessions, public meetings, and program design. Maintained close coordination with local governments throughout.

Results

  • Action Plan approved by HUD, clearing the way for fund disbursement
  • Comprehensive policy framework established for compliant program operations
  • Recovery programs designed addressing housing, infrastructure, and economic development needs
  • Strong local partnerships built for effective program delivery
  • Internal capacity strengthened through knowledge transfer to HCD staff
